Jeff is a highly qualified executive level planner with over 23 years of military and private sector experience in facility master planning, project management and construction. While overseeing more than $1 billion in medical/dental related facility construction, tenant improvement and alteration projects throughout the United States and abroad, Jeff has also been responsible for managing capital projects that range from basic facility alterations of clinical and administrative spaces to the more complex replacement and renovation of entire medical centers.
Jeff has had extensive and direct interactions with senior members of the U.S. Department of Defense (DoD), Navy Facilities Engineering Command (NAVFAC), Army Corps of Engineers (ACoE), the Navy’s Bureau of Medicine and Surgery (BUMED), Public Works Center, as well as base and facility commanding officers. In addition, Jeff has significant experience dealing and negotiating with senior officials representing the governments of Japan, Korea, Bahrain, the United Arab Emirates, Qatar and Guam. Furthermore, he was instrumental in developing and implementing a comprehensive “turn-key” project management system designed to oversee the procurement, warehousing, transportation and installation of equipment, furniture and furnishings totaling more than $230 million.

Paul Arvanitis, FACHE
Executive Vice President/Chief Operating Officer
Paul possesses an extensive healthcare management background in diverse corporate and operational settings. His areas of expertise include healthcare operations, finance, capital planning, managed care and business development.
Paul served as subject matter expert on issues pertaining to the Defense Health Program (DHP), Revised Financing and Business Planning. He is recognized for analyzing healthcare system performance utilizing large-scale data repositories and devising financial models to evaluate systems, programs and projects. Paul furnished guidance and analysis to the Navy’s Bureau of Medicine and Surgery (BUMED) and field activities across the U.S. and abroad, coordinated high visibility programs and rendered rapid response to critical tasks and initiatives, many of Congressional interest. He also served as Associate Administrator for a 300-bed academic medical center and Executive Director of a busy freestanding ambulatory care center.
As a healthcare executive with clinical, hospital and corporate level leadership experience, he understands client needs and is well equipped to deal with the complexities inherent within the DoD and the healthcare business environment. Paul completed an Executive Fellowship Program in private industry with companies such as Health Net and Kaiser Permanente and has published or presented with Military Medicine, American Public Health Association and the Association for Health Services Research.
